Budget Battle Begins

The battle of Detroit's budget has begun in earnest. (Try saying that fives times fast.)

The Detroit City Council, and perhaps most prominently Councilmen Andre Spivey, is upset with Mayor Dave Bing's plan to move his appointees from the Mayor's Office and into the various departments. The Mayor also wants to supplement staff salaries with grants and revenue from enterprise funds.

Mayor Bing argues that doing this will save money. Critics, however, contend that this move makes it harder to track what those appointees are actually doing.
